Syria’s prolonged civil war has created a fragile environment with widespread displacement, insecurity and limited access to basic services. Those displaced by the conflict are especially vulnerable to drought, which worsens the humanitarian crisis and delays stability and recovery efforts. Given the complex and fragile operating environment, the pay-outs triggered from this policy will be paid to WFP who, through local partners, will provide affected communities with ready to eat rations, monthly food assistance, e-vouchers for nutritional needs and food baskets. The policy is designed to trigger pay-outs if the season’s average NDVI, a vegetation index indicating drought stress, drops below a reference level determined, using historical data. This initiative, in collaboration with a broader public private partnership including the Global Shield Financing Facility, ensures reliable funding for WFP’s vital work. In June 2025, a £5.84 million pay-out will enable WFP to deliver life-saving food and nutrition assistance.
